Liverpool has been linked with the classy forward over the past few seasons but has never made an approach for him.
Recent developments in the past few days have suggested that the speculations may be for real this time round and Keane himself is said to be desperate to play for the Anfield side.
With Ramos said to have gotten approval from his board to make an approach for Peter Crouch and Yossi Benayoun, Liverpool might tempt the London side into a part-exchange deal valued at around US$39.8m involving the two Liverpool players and some cash for Keane.
Rafa Benitez might not get his way with Keane however as Ramos will not let Keane leave until Dimitar Berbatov's future is sorted out.
Berbatov and Keane are considered the first choice striker force pairing at White Hart Lane and have amassed an impressive tally of 91 goals in their two seasons together.
If Berbatov does make the move to Old Trafford in search of Champions League football, Keane will definitely not be allowed to leave White Hart Lane as that would leave the Lilywhites with Darren Bent as the only recognised striker.
